2012 ZIC Motorcycle Sporting Regulations

1. STATUS OF THE CHAMPIONSHIP

A Motor sport event organized by ZIC and run under the said FIM International Sporting Code and China National Competition Rules, together with these Regulations and any bulletins, supplementary regulations, and final instructions issued by the Race Committee.

2. TITLE

Refer to individual Championship/Event for 2011.

5. GENERAL UNDERTAKING

All riders, competitors and officials participating in the series undertake, on behalf of themselves, their employees and agents, to observe all the provisions as supplemented or amended of the National Sporting Code, the series Technical Regulations and the present Sport Regulations.

It is the competitor’s responsibility to ensure that all persons concerned by his entry observe all the requirements of the code, the Technical Regulations and the Sporting Regulations; If an entrant is unable to be present in person at the Event he must nominate his representative in writing. The person having changed of an entered motorcycle during any part of an event is responsible jointly with the competitor for ensuring that the requirements are observed. Competitors must ensure that their bikes comply with the conditions of eligibility and safety throughout practice and the race.

The presentation of a bike for scrutineering will be deemed an implicit statement of conformity. All persons concerned in any way with an entered bike or present in any other capacity whatsoever in the paddock, pits, pit lane or track must wear an appropriate pass supplied by the organizer at all times.

6. ELIGIBLE ENTRANTS AND RIDERS

  • Entrant - any appropriately licensed incorporated body or individual may enter, subject to rider and bike eligibility.
  • Rider - all riders holding valid competition license with a current medical certificate issued by the sporting authority from the Country concerned.

7. ELIGIBLE MOTORCYCLE

For details please refer to the specific Event/Race series’ Technical Regulation.

8. TYPE OF MEETING

National Motorbike race meeting (Sprint and Endurance) approved by the Circuit held under the International/National Competition Rules, together with these Regulations and any bulletins, supplementary regulations and/or final instructions issued by the Race Committee for the specific series.

9. DESCRIPTION OF COMPETITIONS.

Motorcycle Race with a maximum distance/time specified in the supplementary regulations concerning the Event/Race series.

10. AWARDS

10.1 Results

All practice time sheets; grid formation and race results are deemed provisional until the scrutineers release all vehicles after post practice/race scrutineering and/or after any judicial or technical procedures as per ISC.

10.2 Trophies will be presented to the top three finishers of the each race.

10.3 All points scored will count toward the championship, for details please refer to the series’ supplementary regulations.

10.4  In the event of a tie between two or more competitors, the number of highest number of win achieved by the competitors involved will be used to determine the overall placing in the final standing. Should a tie still exit, the rider who had the first win shall be declared the winner.

10.5 Awards for the Championship

10.5.1 Trophies shall be awarded for the first 3 riders after the finish of the series.

11. PENALTIES

In addition to penalties imposed by the Clerk of Course as per FIM yearbook, NCR and ASR, the following shall apply and be payable to the event organizer.

11.1 For any illegal modification of engine - fine of RMB5, 000 for each and every offense.

11.2 For any overtaking under yellow:

  • During race, 30 seconds will add to the total race time for each reported offence.
  • During qualify session, competitor will lose all his/her timed laps and put to back of the grid.
  • During practice session, competitor will be fine for RMB200 for each reported offence.

11.3 Jump start, 30 seconds will be add to the total race time for a reported offence.

Race committee considers the following actions constituted a jump start:

  • Bike (front wheel axle) stopped on/or crossed the grid front white line.
  • Any movement of bike when the red light is on for the race start.

12. ENTRIES

12.1 Entry must be submitted  ten days before the event. Two photographs for rider and each of the four crew- members must be attached to each entry form.

12.2 Entry fee is non-refundable (as per Art 13) and it will be under three categories:

  • Sprint Race entry   RMB1600
  • Endurance Three (3) hours Race entry RMB TBA

12.3 Hong Kong/ Macau/ Taipei entries requiring shipping of bike should contact organizer for shipping arrangement. ZIC will arrange and entrant will pay for the cost of shipping to the circuit. Any entry wanting to ship extra item must contact ZIC for special arrangement and cost. Local Chinese rider will be responsible for transportation of their machinery to and from the circuit.

No entry will be accepted 10 days before the race.

12.5 Acceptance and Refusal of Entries.

All entries received will be considered by the Race Committee, having regard to the suitability of the bike and the nominated rider. The Race Committee may refuse to accept an entry, or bike, or rider without assigning a reason and their decision will be final. Where an entry is not accepted, the entrant will be advised by the Competitor Liaison Officer or the Secretary of the Meeting 4 days before the event and the fee will be returned in full.  The Race Committee may consider entry submitted after cut off date with a penalty of additional RMB300.

12.6 Change of Entries.

A change of bike (but not of entrant or rider) will be permitted up to close of scrutineering, provided that the substitute bike complies fully with these regulations. The change cannot be made to a bike that is already entered in another race.

12.7 Change of Rider

Change of rider for the event entry will only be allowed before official qualifying session, an administrative charge of RMB1, 000 will be charged to the entrant.

Notwithstanding the above, the Panel of Stewards of the Meeting reserves the right to permit by proposition of the Clerk of the Course a late change of bike or rider, provided they are satisfied that there is adequate justification. The decision of the Stewards shall be final.

13. POSTPONEMENT, ABANDONMENT OR CANCELLATION

The Organizing Committee reserves the right to postpone, abandon or cancel the Meeting or part thereof. In the event of abandonment, cancellation or postponement before the start of the event entry fees will be returned in full. If the event started as per the published provisional program, no entry fees will be returned in part or in full. The Entrant/Competitor will have no right of claim against the Promoters, Organizer or The Organizing Committee in respect of any prize moneys or loss of expenses that he may have incurred or may incur as a result.

14.  PROTESTS AND ENQUIRIES

14.1 Protests as to the validity of any entry, qualification of competitor or rider shall be lodged at the latest by 6pm on Thursday of the event.

14.2 Protests over mechanical details must be precise. Cost of dismantling as consequent to a protest of this nature shall be paid by the Entrant making the protest, if his protest is not upheld, or the Entrant of the vehicle being protested, if it is upheld.

14.3 A protest as to the make up of grid shall be lodged at least one hour before the time set down for the start of the competition entered.

14.4 A protest against any mistake or irregularity occurring while a competition is taking place shall be lodged within half an hour after the finish of the competition or, within such further time as the Stewards of the Meeting may think justifiable in order to make the lodging of the protest physically possible.

14.5 All protests must be made in writing by the Entrant and delivered to the Event Secretary in the Track Office, for transmission to the Clerk of the Course within the time prescribed above. The protest fee of 3,000 dollars in cash must accompany the protest. In the event of a technical protest a bond of 5,000 dollars in cash for specific parts of the vehicle and 10,000 dollars in cash for the whole vehicle must also accompany the protest; appeal fee 20,000 dollars in cash.

14.6 Inquiries may be made to the Secretary of the Meeting on the appropriate form; the organizer will endeavor to answer them as quickly as possible.

14.7 Inquiries related to results or awards will not be entertained later than 30 minutes after posting of results on the official notice aboard.

15.  INTERPRETATION AND PENALTIES

15.1 The interpretation of the regulations, including any bulletins and final instructions, and the choice of sanctions where the present regulations have not automatically stipulated these, falls to the Stewards of the Meeting, upon the majority vote of those present. The decisions of the Stewards shall be final, except for the right of appeal as provided in the International Sporting Code of the FIM.

15.2 All decisions concerning a time penalty or exclusion of riders or bikes from races and taken by the Stewards of the Meeting shall be announced promptly and in writing to the entrants and to the Pit Marshals.

15.3 Should a bike be excluded from a race, the rider of the incriminated bike shall also be warned by signals. For this purpose, the black flag with race number of the rider shall be shown on three consecutive laps by the Race Official at Finish line. The Entrant or his representative is also expected to show the rider his own 'stop' signal from the Timing Pits. If the rider does not stop, additional sanctions may be taken.

15.4 The fact that certain sanctions are mentioned in the regulations does not prevent sanctions or additional sanctions being applied by the Stewards of the Meeting if this is considered necessary.

For a bike to be removed from the circuit for repair, prior written authorization from ZIC must be obtained.
